故事发生在20世纪40年代末，经过八年抗战，中华民族终于赶走了外来侵略者，而国共两党也旋即展开问鼎中原的战争。经过一段艰苦的拉锯战，双方的平衡逐渐被打破。为了挽回颓势，国民党方面试图在解放军上层设置一层间谍网，指望以这个“天击计划”瓦解我军。中共地下党员战守安（杨烁 饰）临危受命，以双面间谍的身份潜入最危险的境地，以粉碎“天击计划”为己任。在这一过程中，他不仅要面对国民党方面高级特工的夹击，还最终要与自己的哥哥——国军新编89军军长战守平（胡军 饰）决裂。时代变革的浪涛之下，每个人都成为影响历史进程的重要棋子……
