从上一部作品《银河旋风布莱格》最后讲述的卡门·卡门的大阿童木计划（木星爆破后的新行星的大量创造）到600年，时代迎来了28世纪。人类在地球轨道上建造了35个殖民行星并移居到地球上，星星被太阳系管理机构多梅斯蒂克•巴克夫（原型是幕府）统治着。但是，梅里卡（模特是美国）、恩格莱斯（模特是英国）、兰斯（模特是法国）等与外星舰队（外星人）接触后，巴库精灵统治体制的弱化暴露出来朗古（原型是长州藩）、高瓦手（原型是萨摩藩）、托萨（原型是土佐藩）等反体制派的行星抬头等，太阳系陷入了混乱之中。有一天，憧憬着传说中的J9的东·秃鹰等人，为了在太阳系上一旗而与伙伴们一起组成了“银河烈风队”。银河烈风队，以担任后卫的总将军阿文14世的护卫为契机，被编入了后卫特别警备队，驾驶从黑暗的武器商人3J得到的巨大机器人·后卫歌手，与反后卫势力作战。
